The output of the circuit is at 6,66 V. This means that the pot must be set at 730/270 ohms. Together with 470 ohm this makes a feedback resistance of appr. 1200 ohm.

The cap should be placed across this resistance, i.e. from output to the wiper of the pot.

BTW - the cap was placed as You suggested long ago. This thread is a little bit old and not updated.
