Default Cheap broadcast quality video queuing and playback from a PC?

Is there a cheap broadcast quality video queuing and playback software for a PC?

I've noticed that any digital output or VGA output that I use results in image tearing.

I've been using VLC to play back video to my vintage television and was wondering if there was something software-wise that I could use, preferably something that small foreign/middle eastern countries use for their tv broadcasting video sources?

To make playback of material and queuing more professional looking.

Scheduling is a big feature that I am missing.

What is cheap?

A mac mini will play out broadcast quality pro res files. The sofistication in broadcast automation software increases only when you need to control other devices frame acurately and to station timecode. If all you need is to play out sequential events a simple playlist will do.

There is a european company called Gallery Welcome to Gallery that has various software for broadcast applications.

Cheap is something that you could sell to a church venue for the playback of video on a large screen, and not have the VLC window sitting there like a dumb thing thats about 5 feet wide by 10 feet tall once the playlist is done while on a huge screen.

You could probably be able to do it in powerpoint on a pc or inotes in the mac. I have seen many presentations in which presenters played HD video to large screen proyectors.
