ok now i need order a new transformer to china.

Ask: in the most cases, when transformer burn and fuse cut,
a PCB components continue working ?
i dont know if buy a new kit or only transformer with new tube.

and another questions, when i bought a kit to China, i asked them to weld small pieces.
Im seeing now, many welds touch with the next leg. this is normal ? or not is a problem ?

Look at the datasheets for those IC's, there you'll see which if any pins should connect.

But that does look sloppy.

Look for your self, the dot on the IC is by pin1, CKSEL in the pin description.

I don't know if it's on purpose.

Pin13 and 14 are connected, that's Uout and Cout.
Pin24, 25 and 26 are connected, that's VDD, SCKO and FSOUTI.

I really can't tell if they are to be connected like that with solder.

I suggest you e-mail and ask the seller.

The Welding is fine mati

Welding is a better word for soldering - much more more manly.
From now on ....I'll call it welding.
