That fuse is a PolyFuse (Littlefuse) or PolySwitch (Raychem), a type of PTC used for circuit protection.
It does not open, but rather goes to a high impedance state when over current occurs. It returns to low impedance when the over current is removed. It gets warm under normal operation and hot when "open". The fact that it is hot indicates some downstream IC is blown and pulling too much current.
