Lightbulb Pre Amp for soundcards and oscilloscop

I am looking for a circuit (DIY) to build a preamp for my soundcard and the application of using the soundcard as oscilloscop.
I am looking for:
Input Impedance - high (1 m ohm / 20 pF)
Output impedance - low
Amplification 1 and 10
Voltage protection of input

I have searced the web with zero result so far, does anyone know a link og have a circuit I am alaud to copy / build.
