I will try the caps on mine tonight. The shaft is bent but it still can read the beginning of CDs

I have just added them in mine.
The TOC seems to be read a bit faster. Unfortunately the bent rotor and the wobbling puck do not allow for further testing... The CD cannot read anything past track 3 in most CDs

OK and I just ripped out that blue led from the PSU and I got a bigish boost in bass body and mid-highs clarity.

I must admit that I thought my TOC reading was quite fast....maybe faster than usual but at the time I did not thought much of it, but now you mention it...

Not past track 3 .......it must be seriously bent
