Question Behringer DCX 2496 voltages?

Hi all,
just bought a digital xover.
What are the input and output voltages when the clip LED is just about to light?
Me thinks that 0dbu is too low (775mV rms)
and +22dbu sounds too high (9.75V rms)
or could the clip LED be reading peak and then the average will be about 10db to 20db below when playing music signal?
