Accurate measurment of AD output?

Is there any software that is accurate to indicate what the digital output level of my, currently Focusrite 2i2, is? Since I am an old analog guy that believes that gain distribution is important I am looking for a way to accurately set the input gain on my AD to maximize the resultant resolution. I would hate to be 6db low or conversely not have any headroom. Looking at blinking lights on the Focusrite 2i2 is pretty lame... believing in software VU meters in programs that aren't the same from program to program doesn't cut it either... Is there any simple app that would help?
