there is some cheap CD-rom controlers on e-bay, and a CD/DVD-rom with s/pdif out and a DAC.
or there is a GB here now i think.

Why not start by just DIYing a DAC and buying a cheap DVD player with SPDIF out? Here in China such players start around $16. This will give you more money to spend where it really matters - on the DAC part.

Or start with a regular CD player with crystal clock on the board (you need it to replace it with a better one at some point). You get the transport and case.
Then you throw away the analog/DAC stage, and replace with yours DAC and better clock.
This one is simplest and cheapest solution ever.
You get the case, remote and screen for free

Just make sure the CD player uses a clock frequency you need for the DAC (256Fs for deltasigmas, 384Fs for some vintage digital filters).
And it doesn't have some "all-integrated" IC with integrated transport control and DAC on the same chip.

You can buy in Ebay a cheap Philips from the 700 series: CD-713/723/753, and also cheap TDA1543 DAC, and use as base for modify:

Philips CD 723 [English]

Why Philips CD 723 is a bad base for modding
