Default Redbook CD/SPDIF clock tolerance spec ?

Somewhere on the net I read that the Redbook CD (or is it SPDIF?) has a clock tolerance specification of 12UI. But I can't find any further definite information about this spec.
Is this true ? And if so what exactly does this mean ? 12UI per second ? per million UIs (ppm) ?
And is it really a Redbook CD spec or an SPDIF spec ?

UI = Unit Interval. A Unit Interval is one way to specify jitter. One UI = the period for one data bit in serial data channel. So, it is not a constant and varies with the data rate. For example, one UI for a typical 2.8224Mbs CD digital audio stream = 354ns. I don't know what the rebook spec. calls for, but I believe they would be specifying maximum permissible jitter.
