Actually, that isn't even close to being true. The cone is acoustically transparent. A port with it's smaller diameter and longer tube is typically better for blocking noises from the back of the woofer. It's important to note that the midrange noises also come right back out through the wooder as well. That is unless you design some stuffing that absorbs the sound waves (and converts them to heat energy), or the back wall bounces the midrange so it doesn't come out the woofer hole again. Even bracing can bounce a small amount of energy back out, so you will sometimes see bracing treated specially to prevent this.

It prevents port cuffing noises more than anything. Even though you get flatter low end response down to its port tuning, the woofer goes ballistic below that.

Transient response and control become trade offs you sacrifice for a slight increase in efficiency
Never had an issue with a well designed PR tuned box.
