The 7915 is a negative voltage regulator (the 15 in the number means -15V output) and the 7815 is a positive voltage regulator (the 15 in the name means 15V output).
A google search for the specific part won't help much, but a search for the part datasheets from a reputable manufacturer will help you better understand how they're used. http://www.national.com/pf/LM/LM78M05.html http://www.national.com/pf/LM/LM7905.html

According to your picture you have no Power Supply transistors on the board. Without them you will get no voltage to the regulators.
Why do you think they are bad? The only problem I have ever seen with them in this amp are broken legs.
