Couldn't you use a trickle charger? They are fairly well regulated at 13.8V and cheap.

Several T-Amp users use a trickle charger in combination with an SLA battery. I'm not sure if you could use it straight from the charger though. Also, the max recommended voltage for the T-Amp is 13.2V.
