Default T1-M power supply 12v vs 24v

I have a T1-M left over from another project. I'd like to use it in another low budget project, but I'm stuck on power supply.

Ideally I'd like to use what I have as the recommended power supply is 40, but at the moment that is only 19v at 3.6a, or 12v at 10a and 16a. The 16a is an old xbox 360 power supply.

This is the specifications for the amp.

Ouput power (stereo) RMS @6 ohm with supply voltages: 24V - 42W, 21V - 33W, 18V - 23W, 15V - 16W, 12V - 10W, 9V - 5.9W

I'll be running 6ohm 89db speakers.

Does this basically mean it won't be very loud?

Seems a step up converter is an option, but am I right this is at a cost of 20% efficiency? The main point of the smaller amp in this situation is the lower power consumption, so I'm looking for an efficient option.
