Question autotek mm4000.1 no relay closing

hi everyone i need some musch appreciated help with this one.
firstly i recieved this amp from a friend and it was not powering on at all.after some probing i found the rca shield reading 0 ohms to the b+ terminal and also found the transformer that was leaking.
with that fixed the amp now powers up idles at approximately 4 amps,the preamps are receiving their +15 and - 15 volts but for some reason or the other the relays will not close.

i got this one going.apparently when i pulled the psu control board i didn't solder it properly so the relay wasn't getting the needed 12 volts.
