The line out of an iPod is 'louder' to the cmoy than the headphone out, because the headphone out is limited (for hearing safety reasons) and optimized for low impedance, 'lower voltage' headphones - even at full volume.
You won't listen to a headphone from the line out without a volume control, won't you?
So the easiest solution might be to adjust the volume attenuation in your volume control circuit.
If you don't use a volume control circuit with your cmoy, just don't use the line out.
