I thought these were two different connection philosophies.

In my opinion it is OK to use the regulator common as part of the star ground. But you must not use the centre tap and cap common as a ground.

Have I misunderstood your first advice.

I think I just wasn't clear in the first quote. I meant the same thing in both quotes (use regulator common for ground), but I didn't explain the first very well at all. Sorry for the confusion. Maybe I should stop using pronouns.
