yes a chipamp will work on a mini-sub.
although a mini subwoofer won't be very efficient, and so won't produce a lot of bass.

conserning how to make one, there's like 20000 post on the making of chipamps here.
everything you need to know is here or on different websites.
all you have to do is search ;)
