Default HMV A40 Stereo Amp Problems

Hey guys,
I just received an old HMV amp for <$30, and I'm afraid to plug it into anything at the moment, as when I powered it on and everytime I do, the Left Channel VU Meter spikes twice. Only on the left channel, and then it goes back to 0%/-20dB

Anyone have any ideas what might cause this?
At the moment I only have the power plugged in, no source or output connected.

P.S. I'm not sure if it's actually a chip amp, as I can't find any documentation, and I haven't had a chance to open it up yet, so forgive me if I discover it's a valve amp and this is in the wrong area.

why dont you open up the casing and check for yourself whether it is a chip amp or not???

I just haven't had time yet. And does it matter whether it's a chip or valve amp to whether the spiking is a problem?
Either way, anyone can ignore/delete this, I tested it and the left channel works okay, but not the right. I'll pop it open and have a looksee later.

Thanks for the help (or lack thereof)
