Linkwitz's Lm3886 Pluto P/S question

I was just wondering, on linkwitz's power supply for the pluto http://www.linkwitzlab.com/Pluto/amp-supply.gif , what is the purpose of SR1?

It's a "bleeder" resistor, to discharge the PSU caps at power off.
What's curious is that it is between the rails, and not to ground.
Do you know the value of that resistor?

Wouldn't the LED bleed off the power after shutoff?
