Can the NC pins on the 4780 be removed?

Yes, and for every other device packed in some standard package. Manufacturer uses standard case while not using all the pins.

any advantage to it other then less soldering?

does it reduce the chance that there will be loops and noise incorporated?

It certainly made life easier when doing P2P, these days with everyone using Brian's boards it makes no odds.
