Take a good look MOAMPS... voltages are within specs and stay within specs due to the voltage rail tracking... I'm not saying this is a practicle schematyic.. but you get the idea...

Looks good, has anyone tried that?
if comparing : 1. LM317 boosted by transistor 2. just use LT1083 What would be better? Provided that the current I need is about 7A.
