This is probably a very dumb question,
but what exactly are the point of toroids in an amplifier? Are the placed somewhere along the output line or are they just used to drop the wall voltage down to a level that the amp circuitry can handle while maintaining as much juice as possible?

Yes, that's the main use. You can have transformers on the output of some devices as well or even used as volume controls.
