Maybe but it would be unusual. A scope check on the rails would confirm that in two seconds. Whatever is going on... it can't be much.

You need the scope really, without and its all guesswork.

You could look at the power supplies, perhaps a diode in the bridge has gone down or something and that was what took the chip out at first.
