Isn't a T-amp with an on/off switch and a pot (volume control) effectively an integrated amp?

I have both a Topping TP-60 (a mother of a T amp) and a Dayton DTA-100a (which can be had for $89). Both are decent; the TP-60 is incredible. The TP-60 even has 2 source inputs and a select switch, making it even more "integrated."
