I have just checked the most of the feedback comments this seller has. Practicaly they are all positive. People are buying form him Panasonics FC, Elna, Sanyo, Wima and other capacitors and there are no complains about fake products. So I guess he is selling good stuff.

Not that I am super loaded up on test equipment, but how much is a good brand name capacitance meter? Just asking because after looking at eBay and Amazon, I couldn't figure out which was a reliable brand and it seems having one might be handy.

Ensure that you get the agreement of the Seller, that the Seller will pay the return postages costs of all fake or substandard product.
If Seller thinks they are passing on dodgy product they will never agree to this Buyer Protection condition. If the Seller is a reputable company that believes it is selling on genuine product and wants to protect it's own reputation then that Seller will give the Protection that the Buyer requires.

Do you just want to measure capacitance values? Or do you want to explore things like ESR? The latter could be a lot more useful, and it means you're going to have to pay quite a lot more than just a capacitance meter. Measuring values is nowadays fairly standard on even cheap DMMs.
