Set your meter to diode-check and read across C10. Reverse the leads and do it again. What are the readings?

With no power applied, test various other components in the area. What's the highest your meter will read? If it's well over .9v, remove c10 and re-check its empty pads. Bear in mind that it likely won't survive the removal.

remove c10 without problem, the voltages remain the same, what if you notice, is when I make the bridge between leg # 18 and pad # 18 the voltage has up to 23 volts for a fraction of a second and then voltage drops to 10, this change of voltages It also happens in regulators.

pad # 18 without C10 has 5.55 volts
