yes the black probe was on the amp's ground terminal
no 4 of ne5532 are showing pin 1 (-1.26) pine 2 (-2.68) pine 3 (-2.68) pine 4 (-2.68) pine 5 (1.26) pine 6 (-2.28) pin 7 (-1.84) pine 8 (-1.11). the other 4 ne5532 read pin 1-4 (-3.38) 5 (-2.26) and 6,7,8, (-1.68).

If you're referring R281 and R282, those aren't bussbars, they're shunt resistors. The IC near them isn't an op-amp. It's a comparator. If it's an NE5532, it's the wrong IC. It should be an LM311.
It appears that the low voltage transformer isn't producing sufficient output. The transistor driving the transformer may be defective or it could be the driver IC. Without a scope, it's difficult to determine which is the problem.
There may be other problems as well.

what do the low voltage transformer look like? is it the yellow square by the speaker output? I don't mind replacing the driver IC its 8 of the looks like>to make shore I am under standing this right, Are the driver IC the ne5532 that are near the crossover area of the amp? my scoop should be in tomorrow or Friday.
