I don't see any problems there that should cause excessive current draw.

The IC is very likely defective but with the jumper in place, it should allow you to continue troubleshooting to determine what other problems it has.

This amp should power up with a 15 amp ATC/ATO fuse but it may blow the 15 amp small (AGC) glass fuses.

Does it blow the fuse with B+ connected but no remote connected?

It only blows the fuse when remote is turned on.

With only remote and ground, do you read approximately the same voltage on the gate legs of the power supply FETs as you have on pins 13/16 of the 3526?

Check the gate voltage on all of the power supply FETs, not just 1 or 2 to confirm that all are approximately the same.
