coustic 460 repair

I'm repairing a Coustic 460 amp. It may have had water damage. The left
channel was out. Have replaced all of the outputs on that channel. A static check between channel shows all resistance levels the same. Drivers have checked good. The unit does not turn on. Any ideas?

Does the amp have only one 16 pin IC in the power supply or does it have another larger IC as well?

Post the DC voltage on all pins of that IC.

The pin voltages are:
1: 0 9: 0
2: 1 vdc 10: .7 vdc
3: .1 vdc 11: 13.5 vdc
4: 0 12: 12.9 vdc
5: .4vdc 13: 2 vdc
6: .7 vdc 14: 2 vdc
7: 0 15: 3.6 vdc
8: 13.5 vdc 16: 1 vdc

Pin 12 should be closer to the voltage on pins 8 and 11. Follow the circuit back to see what's driving voltage to that pin.

Pins 13 and 14 are also too low but may come up when pin 12 is higher.
