Is there anything that would cause all 16 of them to burn out ??

Seems strange that all 16 of them are defective

This generally only happens when the outputs fail. I don't know if the bias has enough range to cause this to happen.

Do you happen to know the value of the 2 gray plastic caps that sit by the outputs ..

The ones in this amp have some heat damage but still work but i want the repair job to look good not shady and the numbers on the caps is worn off it appears they say 472 J100 but not sure

They are marked 472J100 (0.0047uF 100v, 5%).
