Please read post 40 first. I also have the following voltages are on the 7500 without IC2 installed and the jumper from pins 4 to 14:

Pin 1: now 7.82v (was like 6.01v)
Pin 2: 2.521v
Pin 3: 4.27v
Pin 4: 4.96 (jumped from pin 14) otherwise its 3.579v
Pin 5: 1.537
Pin 6: 3.639
Pin 7: 0.000v
Pin 8: 12.49
Pin 9: 0.000v
Pin 10: 0.000v
Pin 11: 12.49v
Pin 12: 12.49v
Pins 13, 14, 15: 4.96v
Pin 16: 0.000v

Again for quick reference when IC2 was installed:

KA7500BD
Pin 1: 6.01 (high)
Pin 2: 2.519
Pin 3: 4.25
Pin 4: 3.574 (high?)
Pin 5: 1.546
Pin 6: 3.658
Pins 7, 9, 10 & 16: 0.000v
Pins 8, 11 & 12: 12.64v
Pins 13,14 & 15: 4.95v

It appears that the 393 was defective. Replace it.

Awesome! Now, might someone tell me where I can get a IL393D? or if I can use a LM393D or 293D (I believe only diff was temp range?)

I checked mouser, digikey, and octoparts... maybe I'm missing part of the number?

Well, I installed a new LM293 in place of the IL393 and its still in protect. It actually blinks pwr, pro, pwr, pro, power, then stays in pro. Like its trying but no go. I don't recall it doing this before so I think we are getting somewhere... Most of the readings went back similar to post 40 though.

Current readings are:

Pin 1: 6.65v
Pin 2: 2.473
Pin 3: 2.5 (and floats between 2.57 and 2.36 then jump back to 2.5ish)
Pin 4: 0.000
Pin 5: 1.025
Pin 6: 3.213
Pin 7: 0.111
Pin 8: 12.72

I should note that when it flickers between power and protect it does show as pulling around 1-1.6a of current for a split second. The relay doesn't engage. There doesn't appear to be any flash of DC on the outputs.

KA7500BD current readings:

Pin 1: 6.04 (when I monitor this pin when first applying remote power it is in the 2v range, jumps around wildly while trying to turn on, then settles in the 5v range and slowly climbs till it stops @ 6v)
Pin 2: 2.521
Pin 3: 4.27
Pin 4: 3.576
Pin 5: 1.541
Pin 6: 3.644
Pins 7, 9, 10, 16: 0.000
Pins 8, 11, 12: 12.71
Pins 13, 14, 15: 4.96

So I did this monitoring pins while applying remote. Pin 1 of IC2 does the same as pin 1 of IC1. It seems pin 2 of IC2 is fine but pin 3 was actually really high at one point (5v+) and is now back to 2.5ish... somethings going there... it also was swinging wildly for a lil. If I hold the lead on pin 3 of IC 2 is get to low 2.40v and actually flickers back to power then it jumps up to 2.5ish and goes back to protect. If I keep the prob on it keeps flickering back and forward... pro, pwr, pro, pwr

What happens if you lower the 12v supply voltage to about 10v, connect the amp (including remote) and ease the voltage up. Does the amp try to power up and produce oscillation on the output transistors?

hmmm... been using my batt cause I haven't figured out whats wrong with my PS yet. Guess I better get to it fixing it first. ...to be continued... lol
