Those are the rectifiers. There is one more component on each side next to those rectifiers.

one is 7812 and the other is a 7912

What is the DC voltage on all 3 legs of the 7912?

It appears to be either overloaded or defective. The voltage on the center leg also appears to be insufficient.

Post the DC voltage on all legs of the 7812 to provide a reference.
