Is FET31 a IRFZ44N? It is located between the power supply pwm board and the fan. There are two fets in close proximity but I cant read the face of the existing one.

Also R4, should that be 8.2ohm 5W. Someone put a huge ceramic resistor in there and not sure if it is correct.

Z44s would be OK in locations FET30 and 31. They drive the small transformer.
R4 is a 4.7 ohm, 1/2w. You should reduce the pull-down resistors R5, R6, R20 and R21 to 1k resistors. The 4.7k resistors don't pull down hard enough many times and can make the power supply FETs overheat.
