The op-amp appears to be OK. Replacing it may make a difference but there's no guarantee. The easiest way to do it would probably be to add a pot to make it adjustable. Adding a 100k pot across R14 or R17 (not sure which one you'd need to connect it across) should work.
Before you apply power, make sure that the pot is set to 100k (the resistance across the resistor will be very close to the marked value). If the DC offset goes further from 0.000v, connect it to the other resistor to see if it goes in the right direction.
Is R82 suppose to be a 10ohm smd? One amp reads 10ohms but the writing is too dark to see and the other is reading 12ohms and has a small hole in it. Just wanted to be sure it should be 10ohms before I replace this one that reads 12ohms.
