i would have to guess it's the 16-pin in your second pic. what is the part number of that one?

1-5.2mV
2-2.75v
3-64mV
4-52mV
5-1.2v
6-3v
7-5mV
8-.6v
9-96mV
10-96mV
11-.67V
12-5.32v
13-4.34v
14-4.34v
15-4.2v
16-7.2mV
which pins should be reading AC voltage?

The input voltage on this IC is too low. Pins 8, 11 and 12 should be near 12v. Follow the circuit back to see why you don't have 12v on those pins.
