Default earthquake phd2

I pulled all the PS transistors and I'm getting 13v on the gates. Ic5 and ic8 are defaced. I do have a 200dhc still that has a sg3525an in ic5. If they are the same chip here are the readings. Do they seem right? What could ic8 be?

Correct me if I'm worng please. As far as the pin lay out the only difference is the #6 pin. I've been trying for figure which ic this is. Pin 6 of ic8 connects to Pina 15 and 13 of ic5. Would this make it the tc4424?
