Default Need assistance for my PWM IC reading

Hi Perry/All,

Can you please check if i'll have a defective TL494 IC? Here is the reading

1. 0V
2. 4.8
3. 0
4. 4.5
5. 1.4 - found a sawtooth waveform here
6. 3.6
7. 0
8. 13
9. 0
10. 0
11. 13
12. 13
13. 4.4
14. 4.9
15. 4.9
16. 0

The IC looks OK but something (external to the IC) is driving pin 4 high which is shutting down the drive pulses.

By the way Perry, what should be the voltage into pin 4 in order to work?

It typically has to be below the DC voltage on pin 6 for the IC to produce pulses. It has to be near ground to allow the power supply to go to full duty cycle.
