Does it use the 13600/13700 for the bass boost circuit?

Not sure, The pictures I took of this amp were not that detailed and the customer has it back. He is looking for a remote bass knob now.

Is there a long (14-16 pin) IC in the preamp section?

The preamp sections of most amps either use 8 pin DIP or 8/9 pin SIP op-amps when they use the 13600 (I didn't look to see if it was a 14 or a 16 pin), that's the only large pin and may have indicated that it was a 13600.
You have the schematic diagram from at least one amp that uses a 13600 on the DVD (power acoustic a3000db) that shows the connections for the bass knob.
