I can not get one supply to power up. There is a header labeled J12, any ideas? J14 carries the remote from the first power supply. The output of the TL494 is garbage because I have no supply at the chip.
Interesting amp here, came to me with the rectifiers replaced with a TIP32 and two FQP50n06's. Not sure how they expected it to work!!

There is a header for the LEDs in the heatsink on some versions.

I think I found the issue, Q17 was shorted. Marking was M6, am going to use an A56 in place.

That was part of the issue, the output of the TL494 is still garbage.

Q17 and 18 are in parallel. If you replace one, you should replace both.

I replaced both, I can hear something click and see on the scope as if it wants to start up. Here is the output waveform. I do get a lower than normal -40V rail and nothing on the positive side.

Do you have a clean sawtooth waveform on pin 5?

The signal is there right away, but has noise riding with it. Then it disappears to essentially what the waveform I posted looks like.

See if pin 7 is a clean ground (no noise or ripple).
