i have a head unit i just got,and the first thing i noticed was the smd caps.are these made this or are they bad?

They haven't vented. If you heat the terminals and don't smell any electrolyte, they're likely OK.

also on another amp. its a memphis 1000d. it plays really distorted would that be the rail caps are bad?

It's unlikely that the rail caps are causing the problem. IF you have questions about a different piece of equipment, start a new thread.
