Is R16 within tolerance?

Do you read more than about 0.1v across any of the diodes D4-D15?

R16 as well as r14,15,17,18 are all OK

D4 to D9 are all reading 0,16V
On the other side, it's more funny
D10 0,14V
D11 0,10V
D12 0,16V
D13 0,22V
D14 0,16V
D15 0,146V

If you ground pin 16, does the output go full-on?

Does the output go full-on if you jump from pin 7 to pin 3?

Leave the pin7-3 jumper in place and post the voltage on all pins of the 494 again.

Pins 8, 11 and 12 should be at the same voltage. Re-check to see if there was an error when measuring or if the voltage is actually lower on pins 8 and 12.
