Default Rockford Fosgate 1501bd Repairing

Hi, I have purchased this stage I fix broken and I would like to move my rockford HX2 power 12 ".
Well, at first glance, Q104 and Q110 burned noticed (I remember)
Replaced: Q104, Q8, Q110, Q111, Q112, Q25 and U14
Turning on the stage, the power LED lights and LED protection, do not produce any sound through the speaker output.
140V are present in red and black wires.
Two minutes is very hot, Q15 and Q16 (LM 317 and LM337)
Should I also change these two? Where else should I look? Please help

Post the DC voltage on all 8 pins of U21.

Pin 5: 0,1 v
Pin 6: 0,08 v

Pin 5 should be at 5v. It's fed by pin 18 of the power supply IC. Determine why there is no connection between those two pins.

Hey, Perry, today I received the TL072C, and I've installed.
Now what happens is this:
When connected, it turns on one second LED protection, and then turns off.
The speaker produces a pink noise low (ssssssssshh)
Q16 and Q15 are heating up as before (in five minutes, they can not be touched)
What do you think?

No, despite mp4 connected in the input, no sound except the pink noise I said before ...
