Does it make a speaker flutter on the bench?
If so, does it act differently with the RCAs connected/disconnected?

it pushes the cone of the speaker outward with and without rcas plugged in
I cant get it to flutter but i can tell theres DC present by hooking a test speaker up. |

Is there DC on the RCA shields?
Place the black meter probe on the amplifier's ground terminal.

What's the DC voltage on pins 12 and 13?

More resolution is needed. Post the actual meter reading (3 decimal places).
