I got this amp in for repair first problem i noticed is the amp wont power up..
Here what i have on the TL494 PIN1:0 PIN2:4.76 PIN3:0.06 PIN4:4.87 PIN5:1.48 PIN6:3.29 PIN7:0 PIN8:13.21 PIN9:0 PIN10:0 PIN11:13.21 PIN12:13.21 PIN13:4.91 PIN14:4.91 PIN15:4.91 PIN16:0 |

Pin 4 is being driven high. Post the DC voltage on the 339.

Is this PC-2360 or PC-3092?
If not, what is it? Is Q9 leaking or shorted?

Email Rockford for a copy of the schematic diagram and send me a copy.
Did you check Q9?

Replaced Q9 and the amp powers up but draws excessive current

So can i lift the legs of the STRP15's to see if the current draw is from the power supply or output section?

Is the diagram you sent the one Rockford sent you? It's not the same board number.
Connect only remote and ground. What do the pulses on the power supply FET gates look like?
