Use your multimeter to see if you read 0 ohms between pin 13 and any other components on the board. There could be traces underneath that you can't see.

Ok they both go to 1 end of a resistor then the resistor connects to a C1027 transsistor.

Which leg of the 1027?

Are there any Zener diodes connected to the 1027? If so, which leg?

Ok in the circuit the Vgs and the Vdoub connect to a resistor.

I found that the wrong value resistor was in the board its suppose to be a 2.2 ohm (red,red,gold,gold) and there was a 2.2K ohm resistor there (red,red,red,gold) The resistor connects to leg 1 of the 1027

Could that be the cause Of no supply voltage?

If it's in series with the line feeding pin 13, yes.

Ok the battery - goes to a zener diode (1n4745) then the other side of the diode goes to a disk cap (104) and then goes to the 3rd leg of the 1027.

Diode checks fine I will replace the disk cap ,1027, and the resistor and see what i come up with.
