the power supply works fine it was a one output transistor over heating and i changed some transistors on a driver card cause the legs were rusted and the transistor stop over heating but i cant get this light to come off.i was going to see if it plays.everthing gets power and idle good.

Does the speaker protection relay engage and remain engaged?
What is the DC voltage on the speaker terminals? Measure the DC with the black probe on the ground terminal and also with the probes directly across the speaker terminals.

the relay stays engage until it turns off but when i put the 9640's back in the green light starts blinking fast again should i rebuild both driver cards?

In my opinion, you shouldn't replace any parts without having a good reason.
DC voltage readings?
