You need to check for continuity between the pads for the third legs of the 9640s to see if all are directly connected.

they are all connected but one of the driver cards dose have a gain pot which i think is a bias.ive never worked on a amp that had one it may have been moved though cause the amp has been fixed before i got it.

It's probably a DC offset pot.
If the driver boards that are in parallel with the outputs are in sockets, remove them after reinstalling the outputs (before applying power).

The driver boards are the ones with the white heatsink compound on them.

Yes. The driver transistors operate at very high temperatures and without the compound and the thermal gap pads, they are prone to failure.
