I have an Orion 2150gx that I purchased on ebay, and I'm rebuilding it. I noticed that the gain control can turn only 90 degrees, like its jammed or something. I’ve never had the amp running before and I worried that this may be the cause of the original problem. Should I spray some contact cleaner into it, or measure the resistance across the legs to check if it’s shorted?

I would suggest that you not do anything to it. If it rotates freely through 90°, spraying something into it isn't likely to help. If you force it to rotate beyond the stopping point, you may damage something internally. It may work perfectly (other than not being able to rotate 270°).
If there is a significant mismatch between channels and you want to try to repair it, you can cut the heads off of the rivets and disassemble the pot to determine the problem.
