I pulled the drivers still reads shorted from pads 1 to 3 on the outputs. Is this normal on this amp or do i have a problem somewhere else?

It's not normal. Have you cleaned the board and examined it to see if there are any solder bridges?

yes cleaned the board no solder bridges anywhere. But reading shorted from pads 1 to 3 on the outputs still

Pull the outputs and check them out of the circuit.

All of the outputs and drivers for the outputs are pulled out of the board. Its still reading shorted from legs 1 to 3 on the pads on the board I found 2 shorted outputs out of the board but still have the same problem without any outputs or drivers in the board still reads shorted between pads 1 and 3

You'll have to track it down by removing components to see when the short is lost then determine what was causing it. Is there anything connected to the base pad except the driver transistor and the base pads of the other parallel outputs?
